Job summary

DLUHC’s Rapid Response Team (RRT) works with other teams across the Department on priority projects. We inject our specialist support and delivery focus into planned peaks of activity or unexpected crisis situations. Individuals in the RRT are deployed for 3-4 months at a time to help to deliver other teams’ projects and activities. Deployments are varied and range from working with local government and partners on local effects, to areas such as homelessness, building safety, planning regulations, housing programmes, and levelling up. Our team have provided surge resource to delivery policy to support refugees from Afghanistan and Ukraine, and on Covid-19.
We are looking for a dynamic, resilient individual who can work at pace, delivering impact and contributing to the success of the RRT. As a Senior Executive Officer (SEO) in the RRT you will be deployed to priority projects across the department as well as holding responsibilities for team cohesion and collaboration within the RRT.

The team is based in Birmingham and Wolverhampton. We work in accordance with DLUHC’s smarter working model (a mix of 40% office working each week on average and home working). The teams we support are based across UK locations so there may be a need for you to travel to work directly with them at times. This is an exciting and varied role that will provide individuals with the ability to influence and deliver key priorities for central and local government.

Job description

As part of the Rapid Response Team (RRT), you will be deployed as a Project Manager, or as part of a Project Management Office (PMO function) to work with other teams on projects across DLUHC for 3-4 months at a time. You will help them to scope the programme, validate against the specification, map and realise benefits as part of your management of their programmes through to delivery. The projects the RRT work on range from helping people throughout the country to have access to affordable and high-quality housing, through to providing opportunities for all parts of the country to thrive economically. You will be deployed to work on key priority projects, to help deliver the department’s objectives.

Key responsibilities and abilities will include:

• Project initiation – write or contribute to Project Initiation Documents and business cases, managing stage controls effectively.
• Planning and scheduling – Ensure systems are in place to enable effective planning and scheduling.
• Governance, monitoring and reporting – Establish governance arrangements, manage project controls, reporting to the SRO and other key stakeholders about the project status. Develop and present project performance reports, for which proficiency in Microsoft products is needed.
• Admin – Ensure organisational tasks are carried out efficiently. Manage compliance of the project in line with Departmental Security, Health & Safety, Equality & Diversity, Business Continuity and Business Planning.
• Resources – ensure that resources are being utilised effectively highlighting any skills gap or inequality in work schedules. Manage workforce planning, providing information for effective decision making to the Project Manager.
• Stakeholder – Manage and engage with a wide range of internal and external stakeholders. Draft and sign-off correspondence.
• Financial control – Management of project spend and compilation of budgets.
• Risks and Issues – Lead potential risk areas, working with risk manager and escalating as appropriate.
• Through your deployments and as a member of the RRT, contribute to enhancing DLUHC’s project delivery maturity.
• Responsibilities for continuously improving the RRT’s operating model and team cohesion, working in collaboration within other members of the team.

• For this role you should have a proven record of working on complex programmes/projects.
• You will have at least one relevant PPM qualification, such as:
o PRINCE2 Practitioner
o Agile Project Management Practitioner
o APM Project Management Qualification
o APM Registered Project Professional
o AXELOS Limited’s Managing Successful Programmes Practitioner
o Better Business Cases

• As a Project Manager, you will be responsible for a diverse range of activities to manage the delivery of the project's objectives on a day-to-day basis, through the project lifecycle. You will have experience in enabling the smooth running of the project by applying sound project management disciplines/processes, and the co-ordination of business management actions and activities.

• Strong written and oral communication skills: You will play a pivotal role in the effective communication between project management and the business. You will look to maintain central project records and produce regular management reports in line with governance processes.

The salary for this role is £37,064 (National).

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
